Off-Highway Vehicle Biography
For
Randy Harden
1992 - present : President of the Wisconsin All-Terrain Vehicle Association, Inc.
This grassroots ATV organization (WATVA) has been transformed into one of the largest and most successful statewide organizations in the country under my tutelage. Building memberships for individuals and families, associated OHV industry businesses, off-highway vehicle clubs/organizational chapters, and both franchised and non-franchised dealerships, the ATV sport and industry in Wisconsin is now well represented. With the additional partnership program of the major manufactures, the ability to grow to the next level of effectiveness to meet the demand and needs for additional OHV parks, trails and riding opportunities is now underway.
Using the background knowledge gained while participating as an OHV enthusiast myself, I understand the real issues that often prevent organizations from being successful over an extended period of time. While addressing these same issues and problems, my expertise often combines the strengths in the off-highway vehicle industry business with the quality and loyalty of the OHV enthusiast, enabling us to meet the challenges that affect the growth of the sport.
1998 – present: President of the NOHVIS Group, Inc.
Liability exposures, the image of the ATV sport and resource development for organizations and their leadership members are key issues addressed through the work of the NOHVIS Group, Inc. Developing an income stream for both my own firm and the organizations that need these services and products have proven to be a real asset to the industry and sport.
1985 – present: Part owner of the National Motorsports Insurance & Consulting Services
Becoming licensed in 1985, my insurance background includes all business lines of the insurance industry, now specializing in the off-highway vehicle marketplace. My work involved development of an insurance contract for OHV clubs, special events and races, and off-highway vehicle parks and recreational trail/play areas.
My consulting work applies to the operational aspect of ATV safety issues dealing with the claims process and
safety standards for both insurance companies and law firms
.
1986 – present: Certified ASI & WI Dept. of Natural Resources ATV Safety Instructor
Positively addressing the necessary safety issues associated with off-highway vehicles through structured hands-on training classes has enabled me to teach the proper and ethical use of ATVs while promoting the sport as a safe and fun filled family activity. The All Terrain Vehicle Safety Institute (ASI) has a nationally accepted and credentialed curriculum while the state of Wisconsin Department of Natural Resources ATV safety program is specific to Wisconsin laws and specifics while using parts of the ASI plan. Both venues provide an excellent educational ATV safety program and environmental ethics training.
2005 – present: Governors State Trails Council
The State Trails Council (STC) was created in 1989. The nine-member council, appointed by the governor to four-year terms, must be knowledgeable in various recreational uses of trails.
The STC provides advice and consultation to the Department of Natural Resources (DNR) on the planning, acquisition, development, and management of trails in Wisconsin. The council represents trail users in Wisconsin, which includes more than half of the state's residents.
The council is also responsible for providing counsel in administering Federal
Recreational Trails Program
(RTP) funds. In 2003, more than $1.1 million in RTP monies were distributed to trails throughout the state. The STC serves as Wisconsin's state recreational trail advisory committee for RTP, necessary for Wisconsin to participate in the program.
